During the Year of the Dog, in winter 1994, two local cops are scouring their sector on their bicycles. Guoli, the elder one, explains his young colleague the basis of their work: "assure security and tranquillity to the area. This means get involved in everything except what people eat and when they go to piss. Fights in the street that's for you; couples shouting at each other that's for you; someone blocking his neighbour's view with a construction that also happens to you." And he carries on with the chase of dogs, whether rabid or not, the arrest of a man following women in the street, the cross-examination of a street peddler, the investigation of the stock of a porn photos seller, the violent confrontation with a too insolent director and, once the work is over, the demands of a too lonely wife."
This feature film shot with real policemen, tells with humour the story of an area and a city run by these policemen all over the place.
