30 years of NETPAC awards

The Network for the Promotion of Asia Pacific Cinema (NETPAC) is a worldwide organization established at the instigation of UNESCO under its founding director Aruna Vasudev. Initially the organisation represented only Asian cinema but a few years ago the board extended NETPAC to include the under-represented and fast developing Pacific region. In 1990 when NETPAC began, Asian cinema was little understood or shown. Yet by 2023 there are dedicated Asian festivals around the world, including of course Vesoul. It would have been impossible to imagine an Asian film receiving an Oscar a decade ago, yet films such as Parasite, Shoplifters and A Separation have received major accolades, and both Bong Joon ho and Koreda Hirokazu have received significant support from NETPAC festivals including Vesoul. Asian films are now released theatrically in territories around the world and NETPAC has played an important role in this. NETPAC embraces filmmakers, producers, distributors, academics, film educators, and all industry sectors. Membership, approved by the Netpac Board, is capped and currently stands at around 110, with most members drawn from the Asia Pacific, from Mongolia and Tajikistan to Iran and Iraq. However Europe has a healthy representation, reflected in the NETPAC Board.

NETPAC’s activities have been diverse. An early activity was publishing Asian writers on Asian cinema initially through the Cinemaya journal, and also substantial monographs. One of the few books in English on Vietnamese cinema, Modernity and Nationality in Vietnamese Cinema by NETPAC member Phưo’ng Lan Ngô, was published by NETPAC. The organistion has established and curated festivals in several countries. The Jogja-NETPAC Asian Film Festival (JAFF), a premier Asian film festival in Indonesia, has run for more than seventeen years under the guidance of Netpac members Garin Nugroho and Philip Cheah, while the first edition of the Danang Asian Film Festival (DANAFF) (9 – 13 May, 2023, Da Nang, Vietnam), was held this year after a change in Vietnamese legislation at the beginning of 2023 allowed for the establishment of festivals such as Danang. And NETPAC was proud to be a supporting organisation. As part of this support NETPAC members were invited to submit films for selection. Many other festivals have asked for curated segments and for jury members to present seminars.

As the name of the organisation suggests, an important aspect is networking. Bringing together Asian and Pacific filmmakers and critics with Western curators and critics over the years has considerably broadened understanding of Eastern ways of filmmaking as both parties work together on juries debating the awards.
Education of both Asian and Western members has been aided by the establishment of labs such as APSLab (Asia Pacific Screenlab, spon sored by NETPAC) and by conferences and courses run with NETPAC support.

But the most prominent element is the NETPAC Award, given at some thirty festivals, including the larger ones – Venice, Berlin, Toronto, Moscow, Karlovy Vary and Busan – as well as the smaller and more specialised. (NETPAC constituted its first jury at the Kazan International Film Festival for Muslim Cinema in 2022).The Asia Pacific Screen Awards also presents a Young Cinema Award in conjunction with NETPAC and the Griffith Film School. Generally, but not always, preference is given to first or second time feature filmmakers. Zia Jhangke, whose first film Pick Pocket / Xiao Wu (1997) won the NETPAC award at the Berlinale in 1998, recently spoke of the importance of his award to him. And while Asia Pacific film now has a prominent place in festivals, distribution and exhibition everywhere, it is clear that NETPAC maintains an important ongoing and expanding role in world cinema. We congratulate FICA de Vesoul on its thirtieth birthday and are proud that a section will be devoted to 10 films that received the NETPAC prize in Vesoul.
